The Section 8 Program was created by the Housing and Community Development Act of 1974 and amended by the Housing and Community Development Act of 1981, the Housing and Urban-Rural Recovery Act of 1983, the technical amendments of 1984 and the Housing and Community Development Act of 1987. Administration of the housing programs, and the functions of the Housing Agency staff, shall be in compliance with the Personnel Policy of the Housing Agency and local government, as well as the Equal Opportunity Plan. All Federal, State and local housing laws will comply with Fair Housing regulations.
The Administrative Plan (pursuant to 982.54) covers both admission and continued participation policies for the program and will be utilized by the Housing Agency. A copy of this plan has been submitted to the Department of Housing and Urban Development (HUD). It is the policy of the Housing Agency to comply fully with all Federal, State and local nondiscrimination laws, and to operate in accordance with the rules and regulations governing Fair Housing and Equal Opportunity in Housing employment. Specifically, the Housing Agency shall not on account of race, color, sex, religion, creed, national ethnic origin, age, familial or marital status, handicap or disability, deny any family or individual the opportunity to apply for or receive assistance under HUD’s Section 8 Housing Choice Voucher Program, within the requirements of the HUD regulations.
