Homestead Housing Authority follows the guidelines and policies of HUD, as well as local and state authorities in our procurement processes. 

In our efforts to provide housing and support services, HHA frequently contracts work to our business community. We strive for a fair, efficient, and open bidding process.

Unsolicited Development Proposals Now Being Accepted

The Homestead Housing Authority (HHA) is officially receiving unsolicited

development proposals from qualified developers, builders, and non-profit

organizations.

We are seeking innovative, sustainable, and cost-effective housing solutions to expand affordable housing opportunities in our service area.

Our goal is to create safe, resilient, and vibrant communities that enhance the quality of life for our residents.

Current Opportunities & Focus Areas

We are particularly interested in unsolicited proposals that align with our strategic priorities, including:

Mixed-Income Developments: Projects that integrate affordable units with market-rate housing.
Rehabilitation Projects: Substantial renovation of existing HHA properties to preserve affordable housing stock.
Submission Deadline: October 19, 2026, by 6:00 PM EST

Where to Submit: All proposals must be submitted electronically through our procurement department at rmurrell@hhahousing.org or delivered physically to HHA headquarters at 29355 S. Dixie Hwy., Homestead, FL 33033
