USDA Housing

USDA Multifamily Housing assists rural property owners through loans, loan guarantees, and grants that enable owners to develop and rehabilitate properties for low-income, elderly, and disabled individuals and families as well as domestic farm laborers.

Multifamily Housing works with the owners of its direct and farm labor housing loan properties to subsidize rents for low-income tenants who cannot afford to pay their full rent. Additionally, when a direct loan ends before its initial term, Multifamily Housing provides vouchers to protect eligible tenants who otherwise may face hardship if they cannot find other affordable housing.

My name is Arturo Puckerin, and I am proud to serve you as the City of Homestead Housing Authority (HHA) Executive Director. 

HHA is working hard to evolve the face of public housing in this community; providing safe and sanitary housing for our individuals and families served.   

Our work aims to expand access for individuals and families; while preserving protections for elderly and disabled households. 

We understand that many changes affecting federal programs have introduced various challenges respective to the current Executive administration in Washington that directly affects both our service delivery and respective rent guidelines that directly affect your housing costs; weakening conventional Fair Housing Act protections that, without HHA's forward-facing intervention, can increase homelessness, destabilize families, and deepen economic inequality.    

Evictions are a last resort that introduces a significant strain on affordable housing communities, and risks discouraging private sector participation, raises operating costs, and directly reduces the supply of affordable housing.   

HHA's mission is to provide a fair chance at economic opportunity through affordable housing for all individuals and families, and for this reason: all HHA pending USDA agricultural farmworker household evictions are paused, per a direct, case by case administrative review of every household. 

We have a bright future here in the City of Homestead and Miami-Dade County, as Neighbors Helping Neighbors.  At HHA, we believe our future success depends on our work together, to provide affordable housing programs and service delivery to tenants, landlords, and social determinants of poverty service providers alike, in the War on Poverty.
